SUBJECT: KIOSK SERVICE & CHANGE IN INMATE MAIL DELIVERY
The Washington County Sheriffs’ Office has contracted with Smart Communications to install Tablets in all housing units to be made available to inmates for outside and internal communications.
The changes are being made to streamline the operations of the Sheriff’s Office, improve communications, and ensure the safety and well-being of inmates and staff.

MailGuard
To maintain the security and safety of the inmates and staff, effective December 1, 2019, all inmate postal mail must be sent to the following address:

The Inmates Name and ID number must be clearly Printed on the outside of the envelope or postcard to ensure the mail is posted to the correct account.
All regular inmate postal mail (Postcards, Letters, Greeting Cards, Pictures, etc.) will be scanned into the
system and available to the inmates to view their postal mail via the inmate kiosks.

Legal Mail, Court Documents, Medical, Religious, and Educational Packages will continue to be sent to the facility directly at

We will no longer accept money orders, cashier’s checks, or packages from publications for inmates.
Upon release inmates can login into the public website at https://www.smartjailmail.com/ and enter their inmate number and password and download their Photos, Messages, and Postal Mail for FREE!

We recommend registering at www.MailGuardTracker.com to receive notices when your mail is received, reviewed, and viewed by the inmate. If your mail is rejected for any reason by the facility, you can be notified with the reason why the mail was rejected in whole, or in part.

Incoming mail will be screened.

ATTORNEYS: In the interest of attorney-client confidentiality and privilege, we cannot accept legal mail by email or fax. This should be sent in by postal mail so that receipt can be documented and confidence is maintained.


REASONS FOR REJECTED MAIL

  • Gang related material/photo. Includes graffiti.
  • Sexually explicit photos.
  • Contains descriptions, plans, or threats of criminal activity.
  • Contains material that may create racial tension within the facility.
  • Contains correspondence for someone other than the inmate it is addressed to.
  • Inmate to inmate correspondence
  • Any material that is deemed inappropriate for this facility.
  • No photos of jails, this includes but is not limited to photos of jail calls, photos inside of the jail and booking photos. 
  • WE WILL NOT ACCEPT INMATE PROPERTY TO BE MAILED IN. THE ONLY EXCEPTION IS MEDICAL, RELIGIOUS AND EDUCATIONAL MATERIALS ARRANGEMENTS NEED TO BE MADE PRIOR TO THEIR ARRIVAL. ALL PACKAGES WILL BE RETURNED TO SENDER.
